Yes, literacy is key. I am in Nepal right now where around 50% of women are still illiterate. Governments fail their own people which is shameful.

I also noticed that children are not reading even though they can. The IT distraction is massive Everything has to be quick and short.

A long time ago, I worked in Nepal on informal education. Teaching women to pick up reading and writing through an issue based approach. it was so heartwarming to watch these women rise. Make out words, write their names, feel empowered.
